Ni-Ni, a Twi'lek mechanics who works aboard a spice freighter. She was part of the resistance during the clone wars when the droid army invaded. She salvaged the droids from the aftermath, completely rebuilding them.

Droids: Prowler 1000 exploration droid (TL), OOM pilot battle droid (TR), power droid (BL), and R2 astromech (BR)

The pilot droid is heavily modified with parts from officer droids, including combat and tactics modules. Of course, battle droids are outlawed by the Empire, but then so is spice.

She lived during the Ryloth invasion during the clonewars. So, there would have been alot of battle droid parts. So, taking advantage of the situation she rebuilt one from what's available, reprogramming it. I would believe that droids wouldn't be cheap and not something just anyone could afford. You take what you can.
